According to https://www.tomsguide.com/us/protonvpn-free,review-5509.html speeds are throttled on the free plan. However, For the first 7 days, you get an automatic free trial of the pro version where I was able to get full speed for my current internet on free pro trial (~36 Mbps download / upload speeds). Tom's guide also mensions that the "Secure Core" feature makes your connect through certain servers — its inner ring known for privacy rights respecting countries — are based in Switzerland, Sweden and Iceland, all of which have strong privacy laws; it's too bad users of the free service can't access them.
